Bill Buckley
Bill Buckley is a registered patent attorney at Intellectual Property Consulting, LLC, with more than twenty-five years of experience practicing intellectual property law. His practice encompasses patent, trademark, copyright, and trade secret matters involving prosecution, licensing, litigation, and intellectual property agreements. Bill advises inventors, founders, university faculty, and technology-driven companies on the protection, enforcement, licensing, and commercialization of their intellectual property in a diverse array of technical fields, including the life sciences, chemical, biochemical, software, and mechanical arts.
Bill brings an unusually deep scientific background to his practice. After earning a Bachelor of Science in Microbiology from Louisiana State University, he was a Ph.D.-track Board of Regents Graduate Fellow at the LSU School of Veterinary Medicine, where he studied molecular virology and biochemistry while characterizing Simian Hemorrhagic Fever virus (SHFV), an RNA virus isolated from the primate colony outbreak in Reston, Virginia, made famous by Richard Preston's The Hot Zone. That hands-on laboratory training allows him to work closely with scientists and engineers and to translate complex technology into strong, practical intellectual property protection.
Bill's work includes developing and managing patent and trademark portfolios aligned with clients' product development and commercialization goals; drafting and negotiating technology licenses, trademark licenses, IP assignments, confidentiality agreements, and other commercial agreements; and conducting freedom-to-operate and infringement risk analyses. He also counsels clients on intellectual property issues arising from emerging technologies, including artificial intelligence-generated content and data-driven platforms, and on cost-effective strategies for enforcement and dispute resolution.
Bill joined IPC in 2026, bringing with him the practice he built as founder and managing member of Buckley Law Firm, LLC. At IPC, his clients gain the benefit of the firm's additional intellectual property staff and its team of qualified patent, trademark, and corporate attorneys, giving Bill the depth to handle larger and more complex matters. Before founding his own firm in 2018, Bill practiced for sixteen years with Willis & Buckley, APC in New Orleans. Earlier in his career, he launched the intellectual property practice at Cook, Yancey, King & Galloway in Shreveport and began his career handling patent and trademark prosecution at Sieberth & Patty in Baton Rouge. His litigation experience extends beyond intellectual property to products liability, breach of contract, property damage, and mass toxic tort matters, and he served for more than two years as the court-appointed Claims Administrator of the Crawford/McGowan class action, overseeing thousands of filed claims.
Bill is a past President of the Louisiana State Bar Association's Intellectual Property Section (2021 to 2022) and a past Chair of the New Orleans Bar Association's Intellectual Property and Entertainment Law Section (2024). He has served as a judge for the USPTO's National Patent Application Drafting Competition and has worked with the USPTO on educational programs, including co-presenting the continuing legal education program “From IP to IPO” with the USPTO Regional Director at the New Orleans BioInnovation Center and serving as moderator and local coordinator for the USPTO China IP Road Show.
